Marsha Penney serves as Director of the Marshall County E-911 Communications Center. She began her career in Public Safety Communications in 1981 as a dispatcher with the Benton Police Department and transferred to the Marshall County Sheriff’s Department in 1987. In 1990, Marsha became part of the implementation of the Marshall County 911 system and in 1993 became Marshall County ’s first 911 Director.

Her duties as 911 Director include overseeing the day to day operation which handles emergency calls for all law enforcement agencies, the ambulance service, 12 fire departments, Emergency Management, Rescue Squad, Red Cross, and other emergency agencies in Marshall County .

In her capacity, she supervises a staff of 8 full time and 4 part time dispatchers. She also handles public relations for the 911 center by speaking and providing training to the youth in Marshall County as well as the adults on how to properly access 911 in an emergency situation.

Marsha has attended various training and seminars and is certified in her profession through the Department of Criminal Justice Training (DOCJT) in Richmond , Kentucky . She is a member of the Kentucky Emergency Number Association as well as the National Emergency Number Association and is secretary for the Kentucky InterAct User Group. Marsha also serves on the Marshall County Geographic Information Consortium Board.
